Trump has tasked special envoy Witkoff with negotiating with Putin in Moscow regarding the peace plan

U.S. President Donald Trump announced that his special envoy Steve Witkoff will soon meet with Russian Federation President Vladimir Putin in Moscow. The purpose of the negotiations will be to discuss the peace plan being developed to resolve the war in Ukraine.

Updated Peace Plan and Positions of the Parties

According to Trump, the initial 28-point peace plan proposed by Washington has been significantly revised with the involvement of both parties, with only a few unresolved issues remaining. Concurrently with Witkoff’s visit to Moscow, U.S. Army Secretary Dan Driscoll is set to meet with the Ukrainian side. Donald Trump noted that the White House leadership, including Vice President J.D. Vance, Secretary of State Marco Rubio, Secretary of the Army Pete Hegseth, and Chief of Staff Suzy Wiles, will be kept continuously informed about the progress of the negotiations.

“Hoping to finalize this peace plan, I have tasked my special envoy Steve Witkoff to meet with President Putin in Moscow, while Army Secretary Dan Driscoll will meet with the Ukrainians. I, along with Vice President J.D. Vance, Secretary of State Marco Rubio, Secretary of the Army Pete Hegseth, and White House Chief of Staff Suzy Wiles, will be informed of all progress made,” he wrote on social media platform X.

Preparation for the Final Decision and Kyiv’s Position

Trump expressed his willingness to personally meet with the presidents of Ukraine and Russia only when an agreement to end the war is finalized or in its final stages. On November 23, negotiations took place in Geneva between the U.S. and Ukraine, during which the parties sought to align their positions regarding the proposed peace plan. In a joint statement from the White House and the Office of the President of Ukraine, it was emphasized that an updated concept has been reached that fully supports Ukraine’s sovereignty and will contribute to establishing a just peace.

According to media reports, the updated plan contains 19 points instead of the initial 28. The requirements regarding the limitation of the Ukrainian Armed Forces and amnesty for war crimes have been excluded. The White House acknowledged that there are “a few delicate but not insurmountable details” of the peace agreement that require further consultations between Ukraine, Russia, and the U.S.

Kremlin spokesman Dmitry Peskov stated that Moscow considers Trump’s initial plan “a very good basis for negotiations” and understands that adjustments are being made during the consultation process. At the same time, according to Peskov, Russia has not yet received any updated version of the peace plan from the U.S. or Ukraine.
