Foreign Minister Andriy Sybiha had a phone conversation with the Secretary General of the Council of Europe, Alain Berset, as reported by the press service of the Ministry of Foreign Affairs of Ukraine. During the conversation, they discussed the progress in establishing a special international tribunal to hold accountable those responsible for the crime of aggression against Ukraine.

Sybiha expressed gratitude to the Council of Europe for its key role in this process. According to him, Ukraine values the leadership of the Secretary General of the Council of Europe in ensuring justice and holding the Russian Federation accountable. He emphasized:
“The coalition of states (Core Group) has made significant progress, and now, through our joint efforts, we must take the final steps to establish the Special Tribunal within the framework of the Council of Europe. I am grateful to all our partners in this historic process. Justice is our common goal”

International Support and Next Steps
In February, the European Commission reported that legal experts from the European Union, the EU’s External Action Service, the Council of Europe, Ukraine, and 37 other countries laid the legal foundations for the establishment of a Special Tribunal for the crime of aggression against Ukraine. This is an important step towards international justice and accountability for crimes related to Russian aggression.
In December 2024, President Volodymyr Zelensky congratulated all participants in the initiative, specifically thanking the states and officials who contributed to the establishment of the tribunal. However, he noted that much work remains to be done for this legal institution to be effectively launched, so it can truly impact the situation in Ukraine and the world.
