Ukraine and the United Kingdom Sign Declaration to Strengthen Defense Cooperation

The Office of the President of Ukraine and the Government of the United Kingdom have published the text of a joint declaration signed on March 17, which outlines the strategic framework for deepening cooperation between the two countries in the fields of security and defense industry.

Establishing a Joint Defense Industry Ecosystem

The document envisions expanding security partnerships to enhance collective defense. Ukraine and the United Kingdom intend to develop Ukraine’s military capabilities to a level that will allow it to provide effective military assistance in the event of military aggression against the UK, if necessary and in accordance with national legislation. Both parties plan to create a joint defense industry and technology ecosystem based on innovation, resilience, and the ability to respond quickly to new security challenges.

The partnership encompasses the establishment of joint production lines, conducting research and development, integrating defense supply chains, and developing industrial alliances to support large-scale production of defense systems and components. The countries will also focus on accelerating the implementation of the LYRA program, which includes joint projects in the fields of unmanned aerial vehicles, air defense, long-range strike capabilities, and innovative technologies based on effective data sharing and relevant agreements.

Innovative Projects and Cooperation in Air Defense

In particular, the signatories highlighted an agreement that allows for the licensed production of the Ukrainian interceptor drone OCTOPUS in the United Kingdom as an example of effective collaboration in innovative technologies. Ukraine and the United Kingdom have committed to developing partnerships in air defense systems and missile production to address critical gaps in the defense capabilities of both countries and the broader Euro-Atlantic space.

Priority areas include the development of cost-effective UAV interceptors and detection systems, integration of systems against cruise missiles, and the development of anti-ballistic capabilities. The parties also plan to involve third countries in cooperation in the defense industry and technologies.

The declaration emphasizes the importance of integrating Ukraine’s experience gained during its defense against Russian aggression, deepening cooperation in training and education, and accelerating information sharing on defense matters.

On March 17, the President of Ukraine was in London, where he held an audience with King Charles III, spoke in the British Parliament, and signed a declaration to deepen cooperation in the fields of security and defense industry with the leadership of the United Kingdom.
