Ukraine Completes Coordination of Peace Plan with EU, NATO, and US Partners

A key meeting of national security advisors from European countries, representatives of the European Union, and NATO took place in Kyiv. This was reported by the Secretary of the National Security and Defense Council, Rustem Umerov. The Ukrainian side was represented by government members, security and defense sector officials, intelligence, and parliamentarians.

90% of the Peace Plan Already Agreed

During the negotiations, the parties focused on discussing security guarantees for Ukraine, key points of the peace plan, issues of economic recovery, and military-political aspects. According to Umerov, most positions of the peace plan have already been agreed upon, and work is currently ongoing on the details.

“We discussed security guarantees, points of the peace plan, economic recovery, and military-political issues. Most positions – 90% of the peace plan – have already been agreed upon, and work continues on the details,” Umerov explained.

The special representative of the US president, Steve Witkoff, joined the dialogue via video link. This allowed for real-time coordination of approaches between Ukraine, the US, and European partners.

International Coordination and Next Steps

As a result of the negotiations, the participants agreed to move to the next stage – preparing for a meeting at the level of state leaders, which will take place on January 6 in Paris. Additionally, a separate meeting of the chiefs of defense staffs of European countries is scheduled for January 5 for further coordination of security actions.

Ukrainian President Volodymyr Zelensky clarified that on January 4, three discussion panels were held between the Ukrainian negotiation team and representatives from 18 countries and international institutions. The main focus was on security guarantees, recovery, and establishing a framework for real peace. During the meeting, all developments were thoroughly worked out, and the sequence of subsequent actions was determined.

The Ukrainian side expects a productive dialogue with US representatives after the Paris meeting of leaders. Earlier, on January 3, national security advisors from 15 European countries arrived in Kyiv.

On December 30, President Volodymyr Zelensky announced a meeting of national security advisors from the “Coalition of Willing” countries to be held in Ukraine. The day before, on December 29, negotiations took place in Florida between US President Donald Trump and President Volodymyr Zelensky, lasting over two hours. Following this, a phone call was held with several European leaders.

As a result of the negotiations in the US, all aspects of the peace framework were discussed, significant results were achieved, and the next sequence of steps was determined. It is expected that the teams from Ukraine and the US will meet next week to finalize issues regarding security guarantees.

French President Emmanuel Macron, who also participated in the discussions, noted progress in providing security guarantees. He emphasized that these guarantees will be key to establishing a just and sustainable peace, and in early January, a meeting of representatives from the “Coalition of Willing” countries will take place in Paris, where each state’s contribution will be finalized.
