Ukraine is demonstrating significant progress in the process of sectoral integration into the European Union. This was reported by Prime Minister Denys Shmyhal during a government meeting on June 18, emphasizing the latest achievements in cooperation with European institutions.

Extension of the transport visa-free regime for Ukrainian carriers
One of the key decisions was the extension of the so-called “transport visa-free regime” for Ukraine until the end of 2025, which has been prolonged for the fourth time by the European Parliament. As a result, Ukrainian carriers will continue to conduct international transport without the need for special permits, facilitating further integration of Ukraine’s transport system into the European space.
“Thus, the Agreement has been extended for the fourth time. Ukrainian carriers will still not need special permits.”
Expected accession to the European roaming policy
Another important step towards cooperation with the EU was the approval by the European Commission of Ukraine’s accession to the EU’s Roam like at Home policy. This decision will allow Ukrainian citizens to use mobile communication and mobile internet in 27 EU countries without additional roaming charges. It is expected that after the relevant decision is approved by the EU Council, Ukraine will become part of the single European communication space as early as the beginning of 2026.
The Prime Minister emphasized that this step is unprecedented, as no non-EU country has previously joined the Roam like at Home policy. According to Shmyhal, this reflects a high appreciation of Ukraine’s Euro-integration efforts by European partners.
The ‘Roam like at Home’ policy, which came into effect in 2017, allows mobile subscribers to pay for calls, text messages, and mobile internet at domestic rates while in other EU member states. A similar principle also applies in the countries of the European Economic Area — Iceland, Liechtenstein, and Norway — as well as in states where some operators voluntarily implement compliance with EU regulations, including the United Kingdom.
