Ukraine Needs 1 Billion Euros from Europe for Purchasing American Weapons by the End of the Year

The Ukrainian authorities are actively seeking additional financial support from European partners for the purchase of weapons from the United States. This was reported by Ukraine’s Ambassador to NATO, Alona Hetmanchuk, in an interview with an American publication.

Additional Funding for the PURL Program

According to the diplomat, Ukraine needs about 1 billion euros in additional funds from Europe by the end of the current year. This money is planned to be directed towards the purchase of modern weapons from the U.S. through the special PURL program, which allows Kyiv to obtain American military equipment with funds from European countries.

“We would be extremely grateful for new contributions from allies so that Ukraine can continuously receive equipment through PURL,” she said.

Hetmanchuk emphasized that negotiations to end the war should not become a reason to reduce support for Ukraine and pressure on Russia. On the contrary, in her opinion, European partners should promptly agree on a reparative loan to assist Ukraine.

The Role of PURL in Supporting Ukrainian Air Defense

The ambassador highlighted the high effectiveness of the PURL program. She noted that thanks to this initiative, 75% of the funding for the Patriot air defense systems and 90% of other air defense systems that Ukraine has received since the program’s launch in the summer of 2025 have been secured. Additionally, PURL is used to purchase long-range artillery shells that allow for targeting objectives, including drones, on the battlefield.

Today it was announced that the Netherlands has announced a new contribution of 250 million euros to support PURL. The funds will be directed towards the purchase of air defense systems and ammunition for F-16 fighters, which will enhance Ukraine’s defense capabilities.
