Assessment by Ukrainian Diplomacy and Global Reaction
“The Ministry of Foreign Affairs of Ukraine considers the strike on September 9 against the capital of the State of Qatar – Doha, in a densely populated area where foreign diplomatic missions are located, to be unacceptable,” it states.
The Ukrainian side emphasized that Qatar plays a mediating role in negotiations for a ceasefire in the Gaza Strip, and the strike itself is viewed as a gross violation of international law and a destructive step that contradicts efforts to de-escalate the situation in the region.
The Ukrainian Foreign Ministry expressed solidarity with the government and people of Qatar, underscoring the unacceptability of encroachments on the sovereignty of this country. The diplomats highlighted Ukraine’s support for Doha’s initiatives aimed at ending hostilities in the Gaza Strip and resolving the conflict peacefully.
Official Statements from the Parties and Consequences of the Strike
The statement from the Ukrainian Foreign Ministry includes a call for all parties to avoid actions that could harm Qatar’s mediation efforts or lead to further escalation of security in the region. Ukrainian diplomacy emphasized the need for an immediate cessation of violence and a return to the negotiation process.
Immediately after the strike, Israeli authorities stated that the operation against Hamas leaders was “an exclusively independent operation of Israel.” Later, Prime Minister Benjamin Netanyahu, along with Defense Minister Israel Katz, reported that the decision to attack was made the day after the terrorist act in Jerusalem, which resulted in the deaths of six Israelis.
Qatar, which is a key mediator in negotiations for a ceasefire in the Gaza Strip and the release of Israeli hostages, strongly condemned Israel’s actions. Other countries, including Saudi Arabia, the United Arab Emirates, Jordan, Egypt, Turkey, as well as UN Secretary-General António Guterres, joined in the condemnation.
According to information from Al Jazeera and other media outlets, at the time of the strike, Hamas leaders were in Doha discussing the latest proposals for a possible agreement with Israel. Some sources report that high-ranking representatives of the group, including Khalil al-Hayya, Zaher Jabari, and Khaled Mashal, may have been killed in the attack, but there is currently no official confirmation of this information.
On the evening of September 9, Hamas stated that the Israeli army’s attempt to eliminate members of the negotiating team was unsuccessful; however, five representatives of the group, including Khalil al-Hayya’s son, were killed. There are no independent confirmations of this data.
