Volodymyr Zelensky announced a Cabinet meeting and personnel changes in the government

The President of Ukraine, Volodymyr Zelensky, announced a Cabinet of Ministers meeting scheduled for January 5. The head of state made this announcement in his video address, emphasizing the importance of continuing reforms and changes in the government’s work.

“I spoke today with the Prime Minister of Ukraine, Yulia Svyrydenko – a Cabinet meeting is being prepared for tomorrow (January 5 – ed.). It is important that changes continue,” the president stated.

Key Personnel Proposals

According to the president, a meeting took place on January 3 with Denys Shmyhal, during which Zelensky proposed that he transition from the position of Minister of Defense to the role of First Deputy Prime Minister and Minister of Energy. Zelensky also shared this information on social media.

On the eve, January 2, the president proposed to the First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov to head the Ministry of Defense. Thus, significant personnel changes are expected in key positions within the government.

Changes in the Government and Intelligence

It is worth noting that the position of Minister of Energy has been vacant since November 19, when the Verkhovna Rada dismissed Svitlana Hrynchuk and Herman Halushchenko due to an NABU investigation into possible corruption in the energy sector.

Recall that on July 17, 2025, the Verkhovna Rada approved a new government led by Yulia Svyrydenko. Mykhailo Fedorov remained in the government, becoming the First Deputy Prime Minister and Minister of Digital Transformation, while Denys Shmyhal was appointed Minister of Defense at that time. Prior to this, he had been dismissed from his position as Prime Minister, which he held for over five years.

Today, Volodymyr Zelensky also announced new appointments in the intelligence sector. The president proposed Kyrylo Budanov to head the Office of the President of Ukraine, to which Budanov agreed, noting that it is for him “an honor and responsibility – to focus on critically important issues of the country’s strategic security at a historic time for Ukraine.”

Later, the president stated that Oleg Ivashchenko would head the Main Intelligence Directorate of the Ministry of Defense, who previously led the Foreign Intelligence Service since March 2024. The president promised to announce who will become the new head of the Foreign Intelligence Service soon.
