“The social contract among all of us is that Ukraine is above all, Ukrainians – our independence, our rights, our dreams – of the entire nation – above all. And when we speak about this, the words resonate strongly. Because these words are not about something abstract, but about specific people, about specific deeds, about a specific path we have traveled. About all of us together. About the citizens who bring life to Ukraine” – said the head of state.

History of the Adoption of the Constitution of Ukraine

On June 28, 1996, the Verkhovna Rada adopted the Constitution of Ukraine. This historic decision was made five years after the declaration of the state’s independence. The members of parliament worked on the document continuously for 23 hours, starting from the evening of June 27. As a result, 315 lawmakers voted “in favor” of adopting the Basic Law.

Fundamental Principles of the Constitution

According to the Constitution, Ukraine is defined as a sovereign and independent, social and legal state. The document establishes that a person, their life and health, honor, dignity, inviolability, and security are the highest social values. The state language in Ukraine is Ukrainian.
