Summary of the Ukrainian Parliament’s Work for the Year

In 2025, the members of the Verkhovna Rada of Ukraine held 85 plenary sessions and participated in over 1800 votes. According to an analytical study, the Verkhovna Rada approved more than 500 laws, with half of the votes resulting in decisions that garnered at least 226 votes.
Key Decisions and Most Active Votes
The issues related to the extension of martial law and mobilization received the most support among parliamentarians. Throughout the year, the Verkhovna Rada made decisions to extend these measures four times for an additional 90 days, and each time, over 300 members of parliament voted in favor. April was particularly remarkable, with 357 votes in favor of the corresponding decision.

Changes in the Composition of Parliament
Throughout the year, the number of members in the Verkhovna Rada continued to decrease, and by the end of 2025, there were only 395 deputies left — a historic minimum. Eight members of parliament voluntarily relinquished their mandates, and four others passed away. At the same time, only two new representatives joined the parliament.

Thus, 2025 became a record year both in terms of the number of laws passed and the reduction in the composition of the parliament, which reflected the peculiarities of parliamentary work during this period.
