In Kyiv, the Kyiv region, Odesa, and throughout the Odesa region, planned hourly power outage schedules are currently not being implemented. Instead, emergency power outages are ongoing, which are unpredictable and cause significant inconvenience for residents.

Causes of Emergency Outages
The main reason for this situation has been the massive attacks on the energy infrastructure of the regions in December. Russia simultaneously struck generation facilities as well as transmission and distribution networks, effectively damaging all critical links in the energy supply chain. As a result, the repair process has become significantly longer compared to previous attacks. Experts note that each direction of the energy system has its own complexities and timelines for returning equipment to operation.
“To avoid overloading the networks and prevent large-scale emergencies, distribution system operators are forced to emergency disconnect a portion of consumers. Due to the extent of the damage, the equipment simply cannot transmit all the necessary electricity to adhere to the hourly schedules. Therefore, until the distribution and transmission facilities are restored, ensuring predictability in the application of outages is physically impossible.”
Timeline for Returning to Planned Outages
Currently, all energy workers are operating around the clock to restore generation, substations of the transmission system, and distribution networks in the affected regions. Only after the situation stabilizes will it be possible to return to the planned hourly outage schedules.
