In Davos, during the World Economic Forum, negotiations took place between representatives of Ukraine and the United States regarding ways to end the war initiated by Russia. U.S. Special Envoy Steve Witkoff reported that the parties made significant progress on this issue after discussions with David Arakhamia, Kyrylo Budanov, and Rustem Umerov.

Negotiations on Ending the War and Economic Recovery

Steve Witkoff emphasized that the key issue of the negotiations was the possibility of achieving peace and economic development for Ukraine. According to him, the parties considered various aspects of the main issue, which provides grounds for optimism regarding its resolution, provided both sides are interested. Witkoff has already informed the U.S. President about the results of the negotiations.

“I believe we have boiled it down to one question. We discussed various options regarding this question, which means it can be resolved. So if both sides want to resolve it – we will resolve it. That’s my position. And I told the president about this last night… Tonight we are heading to Moscow. We won’t be staying there overnight – we will fly directly to (the capital of the UAE) Abu Dhabi. This is an important moment because working groups will be operating in Abu Dhabi: military with military, welfare issues. Jared (Kushner, the U.S. President’s son-in-law) and I constantly talk about the importance of economic development,” said Witkoff.

According to Trump’s special representative, the issues of welfare and economic development for Ukraine are crucial. During dinner in Davos, the parties discussed the prospects for the growth of the Ukrainian economy, strengthening the financial system, developing capital markets, and creating new jobs. Witkoff highlighted the initiative to create a duty-free zone for Ukraine, which could become an important step towards the country’s recovery and attracting industries that would gain a competitive advantage in trade with the U.S.

International Dialogue and Prospects for Economic Assistance

Rustem Umerov confirmed that during the forum, the Ukrainian delegation held a series of meetings with U.S. representatives, including Steve Witkoff and Jared Kushner. The main topics of discussion were economic development, post-war recovery, and security guarantees for Ukraine.

It is known that the negotiations in Davos took place ahead of Witkoff’s visit to Moscow, where a meeting with the president of the Russian Federation is planned. Previously, the American envoy, along with Jared Kushner, planned to visit Moscow to participate in negotiations with the authorities of the Russian Federation.

Additionally, on January 17, the Ukrainian delegation met with U.S. representatives in Miami. They discussed the details of economic assistance amounting to up to $800 billion, which was to be part of a broader peace agreement between Ukraine, the U.S., and Europe. The plan envisages long-term support for Kyiv in recovery after the cessation of hostilities. Its signing was planned to be announced in Davos, but, according to sources, disagreements between the countries regarding U.S. President Donald Trump’s initiatives – specifically, the purchase of Greenland and the establishment of a Peace Council – led to the delay in signing the economic assistance package for Ukraine, known as the “prosperity plan.”
