Zelensky and Rutte Discussed the Trilateral Format with the USA and Russia and Energy Issues

Ukrainian President Volodymyr Zelensky had a phone conversation with NATO Secretary General Mark Rutte, during which the parties discussed a number of strategic issues related to diplomacy and energy security.

Discussion of the Trilateral Format with the USA and Russia

During the conversation, special attention was paid to preparations for the upcoming trilateral format involving Ukraine, the USA, and the Russian Federation. Zelensky reported that he informed Rutte about the details of the upcoming negotiations and possible changes in the positions of the parties.

“I talked about the preparations for the next trilateral format with America and Russia and what we know about possible changes in the positions of the parties,” the president noted.

According to Zelensky, the positions of Ukraine and NATO on key diplomatic issues largely coincide, which facilitates better coordination of efforts in international politics.

The Energy Situation and the PURL Program

In addition to diplomatic issues, Zelensky and Rutte discussed current challenges in the energy sector. Special attention was given to the further work on the PURL program, which was initiated in 2025 in collaboration with the USA and NATO. The program involves the supply of American weapons to Ukraine funded by European countries, with NATO coordinating the efforts.

According to Ukrainian authorities, contributions to the PURL program in 2025 amounted to $4.3 billion, and in December alone, this figure reached nearly $1.5 billion. Such support allows Ukraine to strengthen its defense capabilities and the stability of the energy sector amid the ongoing war.
