Zelensky Announces New Social Payments and Government Reform After Conversation with Shmyhal

President Volodymyr Zelensky, in an evening address on July 13, announced that the Cabinet of Ministers will present new social payments for citizens the following day. The head of state made this statement after a conversation with Prime Minister Denys Shmyhal, emphasizing the importance of supporting the population during difficult times.

Social Initiatives for Mothers and Schoolchildren

Zelensky highlighted among the announced new measures assistance for mothers: payments will be provided after the birth of a child and support during the first years of the child’s life. The president also noted that funds will be allocated for a special “School Package” for schoolchildren, as well as free meals in educational institutions. Free meals will be available for students from grades 1 to 4 nationwide and for all grades in frontline areas.

“These are payments after the birth of a child, support also in the first years after birth. There are corresponding funds for Ukrainian schoolchildren – for the ‘School Package’ and for free meals in schools from grades 1 to 4 and in frontline areas – from grade 1 to the last grade.”

Plans for a Major Transformation of the Executive Branch

The president also stated that he discussed strategic steps for the transformation of the government with Denys Shmyhal. According to him, the changes will affect the defense sector and all projects aimed at strengthening the resilience of the state and society. Zelensky emphasized the need to conduct an audit of the implementation of international agreements, as well as to optimize state expenditures – it is planned to reduce non-critical spending and promote economic development through deregulation.

The head of state underscored the importance of developing national production, especially defense products, and announced personnel changes in key Ukrainian embassies.

Shmyhal, for his part, shared the president’s address but did not comment on the results of the meeting.

Earlier, on June 16, parliamentary representative Yaroslav Zheleznyak, citing his own sources, reported on possible plans from the President’s Office regarding the resignation of Prime Minister Denys Shmyhal. At the same time, Volodymyr Zelensky did not confirm this information. According to media present at the conversation with the president on June 20, Zelensky stated that if a decision were made regarding the resignation of the prime minister, he would first discuss it personally with Denys Shmyhal.
