The President of Ukraine, Volodymyr Zelensky, signed decrees imposing personal and sectoral sanctions against 35 individuals and legal entities associated with the state corporation Rosatom and energy companies of the Russian Federation. The relevant decisions are reflected in the presidential decrees No. 594/2025 and No. 595/2025.

Sanctions Against Rosatom and Its Partners
On August 8, the National Security and Defense Council of Ukraine decided to apply new special sanctions against the Russian corporation Rosatom and its international infrastructure. These restrictions have been officially approved by presidential decrees and take effect immediately.
The restrictive measures target 18 individuals and 17 legal entities involved in attempts to integrate the Zaporizhzhia Nuclear Power Plant into the energy system of the Russian Federation, participation in the seizure of the Chernobyl Nuclear Power Plant, the production and maintenance of dual-use nuclear equipment, as well as the export of enriched uranium through subsidiary structures in Europe.
Key Individuals and Companies Under Sanctions
The sanctions list includes Mykyta Konstantinov, who holds the position of Deputy General Director of JSC Concern Rosenergoatom. Companies such as Uranium One Holding N.V. (Netherlands), Rosatom Finance Ltd (Cyprus), and JSC Kirov-Energomash (Russian Federation) are also subject to restrictions.
The President’s Commissioner for Sanctions Policy, Vladyslav Vasyuk, emphasized that the expansion of sanctions pressure on Rosatom is “an integral part of the fight to limit Russia’s access to critical nuclear technologies and financing.”
President Volodymyr Zelensky previously, on June 27, enacted the decision of the National Security and Defense Council regarding the coordination of sanctions pressure from Ukraine, the European Union, and the G7 countries on the Russian Federation and related states. According to the president, such actions are intended to ensure “the most severe consequences for the Russian Federation for the criminal and unprovoked war waged against Ukraine.”
