Negotiations to End the War and Peace Initiatives
The goal of the upcoming visit is to achieve final agreements with President Donald Trump on ending Russia’s war against Ukraine. Rustem Umerov, who was directly involved in the negotiations in Geneva, reported that a shared vision of the key terms of the future agreement has already been formed between the Ukrainian and American delegations. Currently, Ukraine is awaiting support from European partners for further steps in this direction.
“We appreciate the productive and constructive meetings in Geneva between the Ukrainian and American delegations, as well as President Trump’s unwavering efforts aimed at ending the war. Our delegations have reached a common understanding of the key terms of the agreement discussed in Geneva. Now we are counting on the support of our European partners in further actions. We expect the organization of the Ukrainian president’s visit to the US at the earliest possible date in November to finalize the stages and reach an agreement with President Trump,” Umerov, who participated in the negotiations in Geneva, wrote on social media on November 25.
Discussion of the Peace Plan and Positions of the Parties
In recent days, information has emerged about negotiations between US and Ukrainian officials regarding the possible visit of Volodymyr Zelensky to Washington for a personal meeting with Donald Trump. According to Western agencies, the negotiations focused primarily on discussing the key points of the US peace plan, particularly the issue of potential territorial concessions to Russia. However, the White House has currently noted that a meeting between the two presidents is not scheduled for this week.
Reports about the existence of an American peace plan containing 28 points surfaced in the media last week. The US confirmed that American representatives worked on the plan, taking into account ideas from both Russia and Ukraine, but did not confirm the authenticity of the document that made its way into the media. Some members of Congress and journalists have speculated about the involvement of the Russian side in the development of the plan, which the State Department has firmly denied.
On November 23, a meeting took place in Geneva involving delegations from the US, Ukraine, the European Union, and leading European states. During the negotiations, US proposals were discussed, and a consensus was reached on issues that raised concerns for Ukraine and EU countries: the possibility of territorial concessions, limitations on the size of the Ukrainian army, and the prospects for Ukraine’s NATO membership.
According to Alexander Bevz, an advisor to the head of the President’s Office, the original version of the 28-point peace plan no longer exists: some points have been excluded, while others have been modified. According to the Financial Times, 19 points remain from the original list, but it does not disclose what specific changes were made.
After the Geneva negotiations, both the White House and the Office of the President of Ukraine confirmed that the framework peace agreement has been updated and revised. The final decision on this document must be made by the presidents of Ukraine and the US.
