Zelensky Changes the Composition of the National Security and Defense Council: Appoints Shmyhal and Fedorov, Removes Malyuk

President of Ukraine Volodymyr Zelensky has made significant personnel changes in the National Security and Defense Council (NSDC). The corresponding presidential decree No. 80/2026 has been published on the official website of the head of state.

Inclusion of Shmyhal and Fedorov in the NSDC

The new composition of the NSDC includes two significant figures from the government. First Deputy Prime Minister and Minister of Energy Denys Shmyhal is returning to the National Security and Defense Council. Also joining the council is the current Minister of Defense Mykhailo Fedorov. Their involvement in the council’s work is expected to strengthen coordination between government structures on issues of national security and energy.

Removal of Malyuk and Update of the Delegation

Former head of the Security Service of Ukraine Vasyl Malyuk has been removed from the NSDC. Such personnel rotations are part of the strategic changes in the leadership of the state.

“To participate in the negotiation process with the United States of America and other international partners of Ukraine, as well as with representatives of the Russian Federation to achieve a just and sustainable peace.”

Additionally, at the end of last week, the president approved an updated delegation for negotiations with international partners, including the USA and representatives of the Russian Federation. This delegation officially includes people’s deputy and head of the Servant of the People faction Davyd Arakhamia. It is anticipated that the updated delegation will facilitate a more effective dialogue with international allies and the development of strategies to achieve sustainable peace.
