Ukrainian President Volodymyr Zelensky stated during a conversation with journalists that Ukraine’s attacks on Russian territory are a response to the actions of the aggressor. He emphasized that strikes on Russia’s energy infrastructure are carried out in retaliation for Russian attacks.

Ukraine’s Position on Strikes in the Energy Sector
According to the president, after the global energy crisis emerged, Ukraine received signals from some international partners requesting a reduction in attacks on the oil and energy sector of the Russian Federation. Zelensky stressed that Ukraine is ready to cease strikes on Russian energy if Russia refrains from attacking Ukrainian infrastructure. He also noted Kyiv’s openness to discussing various formats for a ceasefire, including energy and food truce.
“A complete ceasefire. An energy ceasefire. A ceasefire regarding food security. We have proposed all of this. And we are open. If the Russians are ready, let them propose for any period – we are ready to address this issue.”
Discussion on Security and Consequences of Attacks on Russia
Volodymyr Zelensky also reported that during his recent tour of Middle Eastern countries, he discussed the issue of unblocking the Strait of Hormuz with regional leaders. This issue is critical for global energy, as blocking the strait could provoke a new energy crisis. The president noted that Middle Eastern countries can rely on Ukrainian expertise in this area.
During his trip, Zelensky met with King Abdullah II of Jordan, with whom he discussed potential cooperation prospects in the field of security.
In response to attacks on Russian oil infrastructure facilities, the Russian government decided to impose a ban on gasoline exports starting April 1. Since the beginning of Russia’s full-scale invasion, airstrikes have increasingly been recorded on Russian territory, particularly targeting oil refineries in 2024 and 2025. Strikes are also being carried out on facilities in temporarily occupied territories of Ukraine.
The General Staff of the Armed Forces of Ukraine confirmed most of the attacks, stating that the Defense Forces are systematically taking measures to reduce the combat potential of Russian occupation forces and compel Russia to cease its aggression against Ukraine.
