Ukrainian President Volodymyr Zelensky signed a decree dismissing Ivan Rudnytsky from the position of head of the Volyn Regional State Administration. The resignation was submitted by Rudnytsky himself. This is stated in the official document released on January 12.

Personnel Changes in Regions and the Security Service of Ukraine
The duties of the head of the Volyn Regional State Administration will be temporarily performed by the deputy head of the administration, Roman Romaniuk. In another decree, Volodymyr Zelensky appointed Ivan Rudnytsky to a new position – deputy head of the Security Service of Ukraine.
Additionally, the president appointed Taras Pastukh as the head of the Ternopil Regional State Administration. Ivan Rudnytsky had been leading the Volyn Regional State Administration since November 2024, and from 2002 to 2024, he worked in the structures of the Security Service.
Announcement of a Major Reset in Power
In his evening address, Zelensky emphasized that he “continued personnel changes today – both in the regions and in the Security Service of Ukraine,” and announced further decisions.

The president had previously reported on a large-scale “major reset” that would encompass the defense sector, the State Bureau of Investigation, and the Armed Forces of Ukraine. In particular, he proposed Kyrylo Budanov to take the position of head of the President’s Office, and Oleg Ivashchenko, who previously worked in the Foreign Intelligence Service, became the new head of the Main Intelligence Directorate.
Serhiy Kyslytsya was also appointed as the first deputy head of the President’s Office of Ukraine, which led the government to dismiss him from the position of first deputy minister of foreign affairs.
Zelensky suggested the first deputy prime minister – Minister of Digital Transformation Mykhailo Fedorov to head the Ministry of Defense, while Denys Shmyhal is to transition from the position of Minister of Defense to that of first deputy prime minister and Minister of Energy.
On January 5, it became known that the head of the Security Service of Ukraine, Vasyl Maliuk, is leaving his position. The president advised him to “focus on combat work.” The duties of the head of the Security Service are temporarily being performed by the head of the Special Operations Center “A,” Yevhen Khmara.
Additionally, on January 4, Valeriy Vavryniuk was appointed as the interim head of the State Border Guard Service of Ukraine, replacing Serhiy Deyneka, who was transferred to be an advisor to the head of the Ministry of Internal Affairs. After a short rehabilitation, Deyneka will become the commander of a combat unit of the State Border Guard Service.
