Ukrainian President Volodymyr Zelensky has instructed Ukrainian diplomats to prepare for a new meeting of the ‘Coalition of the Willing’ — an international format that unites over 30 countries ready to provide Ukraine with security guarantees after the end of Russian aggression.

Preparation for the New Meeting and Participants’ Positions
In his latest video address, Zelensky emphasized the importance of consolidating European partners to develop common and decisive positions in support of Ukraine. The head of state noted that he has already discussed this issue with many world leaders, and preparing for the upcoming meeting of the ‘Coalition of the Willing’ is a priority.
“I instructed our diplomats — and have already discussed this with many leaders — to prepare for a meeting of the ‘Coalition of the Willing’ in the near future. We need strong common positions in Europe. And that will happen,” Zelensky stressed.
The previous meeting of the ‘Coalition of the Willing’ took place on September 4 in Paris at the level of state leaders. There, in addition to the President of Ukraine, representatives from over 30 countries participated, and a call was made to U.S. President Donald Trump. Following the event, participants agreed on further strengthening Ukraine’s defense capabilities, with more than twenty countries expressing specific proposals for this purpose.
International Support and Discussions on Security Guarantees
According to diplomatic sources from EU countries, recent weeks have seen an intensification of negotiations regarding guarantees for Ukraine. Ten out of 21 countries willing to work on security guarantees have agreed to send their troops to Ukrainian territory after the cessation of hostilities. Among these countries are the United Kingdom and France, which lead the ‘Coalition of the Willing’, as well as countries from Northern and Baltic Europe, the Netherlands, and Australia.
Germany is still determining its position regarding participation in the mission, as it requires approval from the German parliament. The country’s leadership is currently uncertain about the outcome of such a decision.
U.S. President Donald Trump emphasized that European countries must take on a larger share of the responsibility for providing guarantees to Ukraine, while the United States plans to support operations, likely “from the air.” Details regarding the involvement of American air forces have not yet been disclosed, but Washington may support the deployment of European troops under the auspices of the ‘Coalition of the Willing’.
Russia, for its part, has repeatedly stated the unacceptability of deploying European troops on Ukrainian territory. Russian President Vladimir Putin has threatened that Moscow is ready to resolve all its tasks by military means if an acceptable peace agreement is not reached.
