The President of Ukraine, Volodymyr Zelensky, signed decree No. 554/2025, which enacted the decision of the National Security and Defense Council on the application of personal special economic and other restrictive measures (sanctions) against individuals and legal entities. The document was published on the official website of the President’s Office.

Synchronization of Sanctions with International Partners

The President’s Commissioner for Sanctions Policy, Vladislav Vasyuk, noted that Ukraine is actively working on coordinating sanctions with partner countries. Within the framework of the 18th package of sanctions from the European Union, 8 individuals and 45 legal entities were identified for synchronization, including companies from the Russian Federation, China, the UAE, Iran, and other countries. The list includes entities related to the shadow fleet, the supply of dual-use goods circumventing restrictions, as well as the Russian military-industrial complex.

“In the 18th package of EU sanctions, we identified 8 individuals and 45 legal entities for synchronization – specifically, companies from the Russian Federation, China, the UAE, Iran, and others. Vasyuk also highlighted that approximately 40% of the new EU sanctions targets had previously been included in the Ukrainian sanctions list, demonstrating effective coordination between Ukraine and its partners. Increasing the level of synchronization complicates the ability of sanctioned individuals and companies to circumvent the sanctions. Ukraine has already submitted specific proposals for the next, 19th package of EU sanctions.

Restrictions in Strategic Areas and Impact on the Russian Federation

According to Vasyuk, work continues on sanctions in the area of materials critically important for the Russian military-industrial complex. More than 90 Russian companies and individuals involved in the extraction, processing, and supply of rare earth and rare metals, such as neodymium, dysprosium, cerium, terbium, gadolinium, yttrium, indium, and tantalum, have already been subjected to restrictions. These resources are key for the production of modern electronics, guidance systems, engines, and unmanned aerial vehicles. Ukraine is working to ensure that international partners also adopt similar sanctions, which will significantly reduce the capabilities of the Russian Federation in conducting military operations.

Volodymyr Zelensky initiated the decision of the National Security and Defense Council on June 27 regarding the synchronization of the sanctions pressure from Ukraine, the European Union, and the G7 countries on the Russian Federation and associated states. According to him, this decision aims to maximize the consequences for the Russian Federation for unleashing a criminal and unprovoked war against Ukraine.
