The President of Ukraine, Volodymyr Zelensky, signed decree No. 212/2026, which implements the decision of the National Security and Defense Council regarding the introduction of sanctions against ten Russian transport and logistics companies. These companies are involved in the delivery of goods to temporarily occupied territories and also provide logistical chains for Russian military formations.

Sanctions Against Companies Using Seized Infrastructure
The restrictions apply to private Russian companies that transport goods for Russian forces and conduct reverse shipments. The list also includes enterprises operating in the occupied territories of Ukraine, using seized premises and resources of the national postal operator “Ukrposhta.”
Furthermore, the sanctions also target postal operators that have organized schemes for the so-called parallel import of dual-use goods, including electronics and unmanned aerial vehicles. Through these schemes, Russian companies circumvented previously imposed international restrictions.
Restrictions on Microelectronics Supply Channels
According to the advisor and authorized president on sanctions policy, Vladyslav Vlasyuk, special attention is being paid to postal services that deliver microelectronics from abroad. He emphasized that this issue has already been communicated to international partners.
“The special role of postal services lies in the delivery of microelectronics from abroad. It is abnormal that a microchip can be sent by mail from Germany to Moscow. The sanctions are also aimed at restricting these supply channels. Relevant information is already with our partners,” noted Vladyslav Vlasyuk.
The introduction of new sanctions aims to increase economic pressure on Russian structures that provide logistical support to the occupying administrations and military formations of the Russian Federation on the territory of Ukraine.
