President Volodymyr Zelensky, during a conversation with journalists at the Munich Conference on February 14, stated that one of the key issues for upcoming negotiations in Geneva will be the exchange of prisoners between Ukraine and Russia.

“It seems they have about 7,000, maybe a little less, Ukrainian prisoners. We have over 4,000 prisoners already, and this is good news, as it was 1,500,” the president said.
Ukraine Ready for Exchanges in Various Formats
Volodymyr Zelensky emphasized that Ukraine is open to prisoner exchanges in any proposed formats. According to him, even a partial exchange, for example, “100 for 100,” would be a positive step and has the mandate for implementation from the Ukrainian negotiating group.
Discussion of Territorial Issues and Economic Options
Secretary of the National Security and Defense Council Rustem Umerov reported that at the upcoming meeting in Switzerland, President Zelensky instructed to also discuss issues related to territories. The optimal option for Ukraine remains the restoration of the borders of 1991.
An alternative proposal, put forward by the U.S. and European allies, regarding the creation of a free economic zone is also being considered. Details of this initiative are to be disclosed later.
On February 5, the first prisoner exchange of 2026 took place between Ukraine and Russia. As part of the 71st exchange, 157 individuals were released from Russian captivity, including 150 military personnel and seven civilian citizens of Ukraine.
