Zelensky Signed a Decree on New Sanctions Against Businesses in Occupied Territories

The President of Ukraine, Volodymyr Zelensky, has approved a decree that introduces additional sanctions against individuals and legal entities conducting activities in temporarily occupied territories in collaboration with the Russian Federation.

New Restrictions for Businesses and Individuals

According to the signed document, the restrictive measures apply to those companies and citizens who conduct business in the occupied territories of Ukraine, particularly in Crimea, support the justification of aggression, profit under occupation, and pay taxes to the occupiers.

“I signed a decree on new sanctions for Ukraine – against those who collaborate with the occupier on our land. These are individuals and legal entities conducting business in the temporarily occupied territory of Ukraine, including Crimea, as well as those who help justify aggression, consider it normal to earn money under occupation, and pay taxes to the occupier,” Zelensky wrote on Telegram on June 22.

Further Strengthening of Sanctions Planned

As the president emphasized, this is just the beginning of a large-scale effort to impose sanctions against individuals and entities connected to the occupiers. State security services already possess confirmed information regarding such schemes, and new decisions regarding the blocking of their activities in favor of the Russian Federation and against the interests of Ukraine are expected soon.

Volodymyr Zelensky also highlighted that Ukraine is working towards full synchronization of its sanctions measures with the corresponding decisions of international partners.

Decree No. 417/2025 implements the decision of the National Security and Defense Council regarding the application of personal special economic and other restrictive measures (sanctions).
