Amil Azad oglu Omarov, who previously headed the Shevchenkivskyi District Prosecutor’s Office in Kharkiv, has been officially appointed as the head of the Kharkiv Regional Prosecutor’s Office. Omarov confirmed his appointment on July 1. He will begin his duties on July 2.

Plans of the New Prosecutor’s Office Head
According to Omarov, the relevant order has already been signed, and he is currently in Kyiv. The new head of the prosecutor’s office emphasized the need to familiarize himself with the cases in the region, as he previously worked at the district level, and now the scope of tasks and level of responsibility have significantly increased.
“I need to get to my hometown, take over the cases, and assess the overall state of affairs in the region. Because before this, as you know, I headed the district prosecutor’s office, so, of course, the volume is larger, there is more work, and most importantly – there is more responsibility. Therefore, I need to sort out these issues. As for plans, the first is war crimes. Everything related to armed aggression in any of its forms. Starting from documenting daily shelling, torture. Also, budget embezzlement, corruption crimes,” said Omarov.
Among the priority areas of work, Omarov identified the investigation of war crimes, especially those related to armed aggression, documenting shelling and torture, as well as combating corruption and embezzlement of budget funds.
Biographical Details and Previous Activities
Amil Omarov was a candidate for the position of head of the Bureau of Economic Security. During the competition, journalists noted that in his dissertation he mentioned the scholar Oleg Tatarov eight times, six times in the text and twice in the bibliography. A separate section of Omarov’s work was dedicated to analyzing the experience of other countries, particularly the Russian Federation. The dissertation was defended in 2017 on the topic of the institution of jurisdiction in criminal proceedings.
Omarov himself explained that while writing the work, he referred to many scientific papers, and the mention of Russia was necessary for comparing legal systems after 1991. He emphasized the importance of analyzing the experiences of other states, such as Moldova, the Caucasus countries, and Central Asian republics.
The previous head of the Kharkiv Regional Prosecutor’s Office, Oleksandr Filchakov, resigned in October 2024. Since then, the duties of the head have been performed by the first deputy, Volodymyr Lymar.
