Are Pets Allowed in Stores in Kyiv: Clarification from the State Consumer Service

The Main Department of the State Consumer Service in Kyiv reminded residents of the capital about the existing restrictions regarding the presence of pets in public places. The agency published an official clarification detailing who and under what conditions can enter stores, cafes, or other establishments with animals.

What Restrictions Apply to Pet Owners in Kyiv

According to the decision of the Kyiv City Council, effective from October 25, 2007, pet owners are prohibited from bringing their pets to a number of public establishments. Visits are only allowed to specialized pet stores, and in some cases, the presence of guide dogs is permitted.

“For example, in Kyiv (Kyiv City Council decision of 25.10.2007 No. 1079/3912), it is prohibited to bring animals (except for guide dogs) into stores, cafes (except for specialized pet stores), public catering establishments, health care, education, and cultural institutions, as well as children’s and sports playgrounds,” the State Consumer Service noted.

Violations of the Rules and Responsibility

Violating the established requirements regarding the presence of animals in prohibited places entails administrative liability. Protocols for such violations are drawn up by authorized representatives of the National Police in accordance with Article 154 of the Code of Ukraine on Administrative Offenses.

Thus, clear restrictions are in place in Kyiv regarding visits to public establishments with pets, and owners must adhere to these rules to avoid administrative liability.
