In the capital of Ukraine, more than half of modern residential complexes are effectively inaccessible to the general public. Restrictions apply not only to entrances and internal courtyards of high-rise buildings but also to significant areas nearby — including embankments, parks, and public spaces.

700 hectares of closed urban land

Recent investigation results have shown that most new buildings constructed after 2010 have blocked access for both pedestrians and vehicles. Preliminary estimates indicate that access is restricted over an area of about 700 hectares, which is now closed off to most residents of Kyiv.

“In Kyiv, more than half of residential complexes are closed to the public. Moreover, the restrictions apply not only to the buildings but also to significant adjacent areas — embankments and parks.”

The legality of fences and barriers

The latest issue of the analysis examined how lawful the installation of fences, barriers, and other means of access restriction is. It also analyzed how many closed complexes exist in Kyiv, why the issue affects not only new residential projects but also old buildings, and whether such measures truly enhance the safety of residents.

The problem is becoming increasingly relevant, as closed spaces affect the quality of urban life, limit access to green areas, and create social barriers between different groups of the population.
