Cabinet Accelerates Reservation of Employees in Critical Enterprises

The Cabinet of Ministers of Ukraine has approved changes to the Procedure for Reserving Military Obligated Persons, aimed at strengthening the protection of the personnel potential of defense industry enterprises and ensuring economic stability.

Main Changes for Defense Sector Enterprises

According to the new rules, the government has allowed the reservation of employees of defense industry enterprises for 45 calendar days. During this period, employees can address any potential violations in military accounting without risking losing their jobs. The Ministry of Economy notes that this approach will help companies avoid losing qualified personnel while resolving formal issues.

Another important innovation is the cancellation of the 72-hour deadline for verifying lists of employees submitted for reservation for enterprises that have confirmed their status as critical for the functioning of the state. From now on, decisions regarding reservations will be made more quickly, which contributes to the protection of personnel and the maintenance of continuous operations of these organizations.

“In addition, for enterprises confirmed as critical, the 72-hour deadline for verifying lists of employees submitted for reservation has been canceled. Decisions are now made faster, which helps to promptly protect personnel and maintain continuous operations,” the agency states.

Context and Prospects for Implementation

According to Deputy Minister of Economy Vitaliy Kindratiy, the government continues to improve the reservation mechanisms to ensure the stability of enterprises and the retention of their teams. The official emphasized that the prompt decision-making and elimination of unnecessary delays are what Ukrainian businesses have long been waiting for.

The new rules come into effect upon the official publication of the relevant Cabinet of Ministers’ resolution. In October, the Verkhovna Rada approved a law allowing temporary reservation of employees in the defense industry who have unresolved issues with military accounting.

Since February 24, 2022, following the onset of Russia’s full-scale invasion, martial law and general mobilization have been in effect in Ukraine. The Verkhovna Rada regularly extends the duration of these measures due to the ongoing threat to the country.
