The capital plans to change the procedure and format for granting permits for movement during the curfew. Currently, there is no unified register of issued passes in the city, which leads to numerous abuses and poses a threat to safety.
The Problem of Lack of Control and New Approaches
The head of the Kyiv City Military Administration, Timur Tkachенко, reported that passes have been issued without proper control, and information about the issued documents has not been stored in a unified system. According to him, the deputies of the city mayor, Vitali Klitschko — Panteleev, Zahumenniy, and Povoroznyk — did not provide information regarding the pass register in the required format. This indicates the absence of a general register and makes it impossible to track who received such permits and when.
“Passes for movement during the curfew… For years they have been distributed uncontrollably. After taking office as the head of the KMVA, I initiated an audit. Klitschko’s deputies Panteleev, Zahumenniy, and Povoroznyk did not provide the information in the format in which the register of issued passes is maintained. Therefore, there is no register. It is unknown who issued to whom and when — this is a threat and a problem,” wrote Tkachенко.
Implementation of Digital Solutions
Tkachенко emphasized that the KMVA is currently actively working on resolving this issue and has already taken the first steps. Firstly, he personally does not issue passes. Secondly, the city administration has begun the process of digitizing the permit issuance system. The experience of the Vinnytsia Regional Military Administration is being used for this, and special technical processes have already been transferred for refinement to the GIOC (Kyiv Digital).
In the future, it is planned to introduce a digital tool for issuing passes, which will allow for a complete transition away from paper documents and ensure a transparent and controlled mechanism for issuing permits for movement at night.
