Court Confirms Validity of Personnel Orders from the Head of the Kyiv City Military Administration

The Kyiv District Administrative Court rejected the application of the city mayor Vitali Klitschko regarding the provision of a lawsuit, in which he attempted to suspend the validity of the personnel orders from the head of the Kyiv City Military Administration (KMVA). This decision means that the appeal against the KMVA orders does not halt their validity, and the relevant acts remain mandatory for execution.

Personnel Appointments in Kyiv: Conflicts Between City Authorities and KMVA

While the court has upheld the KMVA’s personnel orders, Vitali Klitschko continues to make personnel appointments without coordination with the military administration, as required by legislation. This leads to key management decisions in city departments, particularly in the area of transport infrastructure, being made without proper coordination with the KMVA. The military administration receives information about such appointments only after they have been made.

“The court denied such provision, which means: the appeal against the relevant acts does not stop their validity, and the orders from the head of the KMVA continue to be in effect and must be executed.”

KMVA’s Actions in Response to the Court’s Decision

The head of the KMVA, Timur Tkachенко, emphasized that the administration will continue to operate strictly within the legal framework, including by appealing personnel appointments made in violation of the established coordination procedure. Additionally, Tkachенко reported that they are preparing a statement regarding a criminal offense related to the inaction of the city mayor concerning one of the capital’s strategic facilities. The situation surrounding personnel appointments in Kyiv remains tense, and coordination between city authorities and the military administration requires additional attention.
