The Kyiv District Administrative Court has declared illegal the decision made by the Kyiv City Council in 2024, which effectively blocked the creation of new protected areas in the capital.

Court Supports Environmentalists’ Lawsuit
The lawsuit against the Kyiv City Council was filed by representatives of the Kyiv Ecological and Cultural Center (KEKЦ), who stated that the council members, including former Kyiv City Council Secretary Volodymyr Bondarenko and UDAR party deputy Yulia Lymar, initiated the adoption of a decision that contradicts five laws of Ukraine. This decision blocked the process of creating new protected areas in the city.
“The Kyiv District Administrative Court fully satisfied the lawsuit of the Kyiv Ecological and Cultural Center (KEKЦ) against the Kyiv City Council to protect the protected objects. KEKЦ accused the Kyiv City Council of adopting an illegal decision at the initiative of its former secretary V. Bondarenko and deputy from the UDAR party Y. Lymar, which, in violation of five laws of Ukraine, blocked the creation of new protected areas in Kyiv,” the statement reads.
Consequences for the Capital’s Ecology
KEKЦ emphasizes that blocking the creation of new protected objects opened opportunities for illegal land distribution for construction. As a result of the decision made, no new protected areas were established in Kyiv in 2024–2025, whereas previously more than ten such objects were created annually. Environmentalists stress the importance of resuming the process of forming protected areas to safeguard the city’s unique natural territories.
