The Sixth Administrative Court of Appeal has made a ruling that halts the construction of an office-residential complex with a hotel and parking on Zhylyanska Street, 96-A in the Holosiivskyi district of Kyiv. At the same time, the court recognized the legality of the refusal by the Ministry of Culture and Strategic Communications of Ukraine regarding the approval of project documentation for this development.

Struggle for Cultural Heritage Preservation
It is noted that the developer, the Scientific and Production Enterprise “Restin,” is attempting to appeal last year’s court decision, which completely dismissed its claim. They requested the court to recognize the refusal by the Ministry of Culture and Strategic Communications as unlawful, arguing that the project documentation should be approved, and also demanded permission for earthworks.

According to the ruling, the judicial authority confirmed the legality of the refusal to approve the documentation.

This means that the developer will not be able to implement this project in proximity to the Museum of Prominent Figures of Ukrainian Culture, which is an important step in preserving the historical and cultural value of this region.
