The Kyiv Prosecutor’s Office has reported details of the tragic traffic accident that occurred on the evening of July 19 in the Holosiivskyi district of Kyiv. According to the investigation, prosecutor’s employee Andrii Molochnyi, while driving a car, struck a female pedestrian on the sidewalk. As a result of the injuries sustained, the victim died the following morning in the hospital.
Circumstances of the Accident and Progress of the Investigation
Law enforcement officials have established that the suspect was driving against the main flow of traffic on a one-way street, violating traffic rules and entering the pedestrian zone, where he hit the woman. After the accident, Andrii Molochnyi attempted to flee the scene, but was quickly apprehended by passersby.
The “Dräger” device used by the police recorded a blood alcohol level of 1.77 per mille in the driver, which significantly exceeds the permissible limit.
Legal Qualification and Further Actions
The actions of the suspect have been classified under part 3 of Article 286-1 of the Criminal Code of Ukraine — violation of traffic safety rules committed while in a state of alcohol intoxication, resulting in the death of the victim. The investigation is under the procedural guidance of the Kyiv City Prosecutor’s Office, and is being conducted by the Main Directorate of the National Police in Kyiv.
“Given such aggravating circumstances, prosecutors will request the court in their motion to impose a preventive measure on the suspect in the form of detention without the possibility of bail.”
Additionally, it has been reported that the investigation is under the personal control of Attorney General Ruslan Kravchenko, who is the senior member of the group of prosecutors in this case.
