Director and doctor of Kyiv hospital suspected of embezzling 1.6 million UAH in palliative care

Detectives from the Bureau of Economic Security of Ukraine uncovered a corruption scheme in one of the municipal medical institutions in Kyiv.

Scheme for embezzling budget funds

Two employees — the former director and a doctor of the medical institution — are suspected of misappropriating over 1.6 million hryvnias. According to the investigation, the officials entered false information into the electronic health care system regarding the provision of palliative care to terminally ill patients. In fact, such services were not provided to patients, but the institution received funding from the state budget.

Mechanism of falsification and consequences

The perpetrators forged data about “visits” and “assistance” under the package “Mobile Palliative Medical Care for Adults and Children.” This allowed them to illegally receive funds from the National Health Service of Ukraine.

“This concerns the package ‘Mobile Palliative Medical Care for Adults and Children,’ under which the institution received funding from the National Health Service of Ukraine. It has been established that the former director and the doctor of the medical institution knew that the services were not being provided. At the same time, they entered information into the system about ‘visits’ and ‘assistance,’ thereby ensuring the illegal receipt of budget funds,” the statement reads.

Currently, preventive measures in the form of detention are being prepared for the suspects. Further investigation is ongoing to establish all the circumstances of the crime and to hold those responsible accountable.
