The former head of production at the municipal enterprise Kyivpastrans is accused of abusing his official position, resulting in significant financial losses for the Kyiv city budget.

Case Summary: Inflated Fuel Prices
The Podil District Prosecutor’s Office has completed the pre-trial investigation and sent an indictment to court regarding the former director of production at the municipal enterprise Kyivpastrans. The investigation established that in 2022, the official entered into a contract for the supply of diesel fuel for public transport at prices that significantly exceeded market rates.
According to the case materials, the suspect, ignoring the requirements of the Law of Ukraine on Public Procurement, signed a series of additional agreements with the supplier. These agreements unjustifiably raised the cost of diesel, even though market prices remained lower.
“Subsequently, the director of production at the municipal enterprise Kyivpastrans, contrary to the Law of Ukraine on Public Procurement, signed a series of additional agreements with the supplier that provided for an increase in fuel prices. At the same time, market prices for fuel were lower than those proposed by the supplier,” the statement reads.
Legal Consequences and Amount of Damages
According to the findings of the expert examination, the unlawful actions of the official resulted in losses to the city budget amounting to 340,000 hryvnias. The former director is charged under part 2 of Article 364 of the Criminal Code of Ukraine — abuse of office for the purpose of obtaining unlawful benefits, causing severe consequences.
The penalty for this article provides for imprisonment for a term of three to six years, with a ban on holding certain positions or engaging in relevant activities for up to three years, as well as a fine ranging from five hundred to one thousand non-taxable minimum incomes of citizens.
Additionally, the prosecutor has filed a civil lawsuit seeking compensation for the damages incurred.
