Zelensky Ordered Preparation of Annual Address to the Verkhovna Rada in 2025

The President of Ukraine, Volodymyr Zelensky, has signed a decree initiating the preparation of the annual address to the Verkhovna Rada regarding the internal and external situation in Ukraine. The relevant document was signed on September 17 and has already been published on the official website of the head of state.

Creation of a Working Group for Preparing the Address

According to the decree, a special working group has been established to develop the draft address, headed by the head of the President’s Office, Andriy Yermak. This group is tasked with determining the structure and timeline for preparing the document, as well as the content of all necessary materials within a month.

According to the order, the prepared text of the address must be submitted for consideration by December 1, 2025. The head of the working group has been granted the authority to involve representatives from executive authorities, scientific institutions, public organizations, as well as Ukrainian and foreign scholars and independent experts in the work.

Timeline for the Address and Previous Experience

So far, the exact date of the president’s annual address within the walls of parliament has not been determined. Last year, Volodymyr Zelensky delivered the traditional address to the Verkhovna Rada and the citizens of Ukraine on November 19, presenting the “resilience plan” for our state at that time.

The document published on the head of state’s website provides for the establishment of a working group to prepare the draft address. This group, led by the head of the President’s Office, Andriy Yermak, is to determine the structure and schedule for preparing the draft address, the content of the relevant materials, and to prepare and submit the document for consideration by December 1, 2025.
