Kyiv Authorities Demand Halt to Work on Architectural Landmark at Andriyivskyy Descent, 18

The Department of Cultural Heritage Protection of the Kyiv City State Administration demands an immediate halt to work on the historical building at Andriyivskyy Descent, 18, which was damaged during the so-called restoration.

Requirement to Provide Access for Inspection

The owner of the property must stop any work and ensure that specialists have the opportunity to conduct an inspection. The Department emphasized that specialists will gain access to the building to check its preservation status, analyze the nature and method of use, and assess the conduct of restoration work.

“The Department has issued a directive to the building owner requiring an immediate halt to any work on the landmark and granting access for inspection, familiarization with the preservation status, nature and method of use, and the conduct of restoration work,” the statement reads.

Further Actions and Legal Obligations

The Department underscored that after the inspection is conducted, appropriate response measures will be taken promptly in accordance with existing powers. Additionally, the agency reminded that under the Law of Ukraine on Cultural Heritage Protection, the owner of the landmark or the authorized body is obliged to maintain the historical building in proper condition, carry out repairs in a timely manner, and protect it from damage, destruction, or annihilation in accordance with legislation and the protection agreement.
