Germany to Determine Participation in Security Guarantees for Ukraine After US Position

Germany is ready to expand its support for Ukraine; however, the final decision regarding possible military participation in security guarantees will be made only after the role of the United States and the outcomes of relevant negotiations are known. This position was articulated in a joint statement following the “Coalition of the Willing” meeting held on September 4 in Paris.

Support for the Armed Forces of Ukraine and the Key Role of the US

European countries have expressed their readiness to make a significant contribution to strengthening security guarantees for Ukraine after a negotiated solution is reached. Germany confirmed its participation in these efforts, emphasizing the need for funding, provision of arms, and training for the Ukrainian Armed Forces. The German government stressed that the main focus is on supporting Ukraine’s defense capabilities.

“The federal government is ready to expand this activity. Regarding military participation, Germany will make a decision in due time when the framework conditions are clarified. This concerns, in particular, the nature and scale of US participation, as well as the results of the negotiation process,” the German government stated.

Furthermore, the government emphasized that the possible deployment of German troops to Ukraine requires a mandatory decision from the Bundestag, that is, the German parliament.

Results of the “Coalition of the Willing” Meeting

Ukrainian President Volodymyr Zelensky participated in the leaders’ meeting in Paris. During the discussions, participants also communicated with US President Donald Trump. According to French President Emmanuel Macron, 26 countries agreed to deploy forces to ensure security guarantees for Ukraine after a ceasefire is established. This may include military presence on land, at sea, or in the air.

At the same time, Macron clarified that not all coalition member countries will directly send troops – some will contribute to the rebuilding of the Ukrainian army or provide their bases.

In the coming days, the format of US participation in these guarantees is expected to be finalized. According to diplomatic sources, discussions regarding security guarantees in Europe have significantly intensified in recent weeks. Ten out of 21 countries that are ready to work on guarantees for Ukraine have agreed to send their troops after the combat operations conclude.

Among the countries that have already expressed readiness for such a step are the United Kingdom, France, Nordic countries, the Baltic states, the Netherlands, and Australia. Meanwhile, Germany is still contemplating its position, considering the need to obtain parliamentary approval for participation in the support mission.
