Kremlin Announces End of Moratorium on Strikes Against Ukraine’s Energy Infrastructure

On April 18, the Kremlin officially stated that the President of Russia has not issued any new instructions regarding the continuation of the temporary moratorium on strikes against Ukraine’s energy facilities. Kremlin spokesperson Dmitry Peskov reported that

“A month (during which the moratorium was declared – ed.) has indeed passed. Currently, there have been no other instructions from the Supreme Commander, President Putin”

According to Peskov, Moscow is not currently engaged in negotiations regarding the potential future of the moratorium. He emphasized that no additional instructions or decisions have been made on this matter in the Kremlin, nor has a decision been made to extend it.

Kremlin’s Response to U.S. Statements and the Situation with Negotiations

Additionally, the Kremlin representative responded to U.S. President Donald Trump’s statement, who announced his intention to expect a Russian response regarding a ceasefire in Ukraine this week. According to Peskov, there are no negotiations planned between Putin and Trump by the end of the week. However, he noted that contacts with the American side remain open, and a phone call is possible if necessary.

Peskov pointed out that “the contacts are quite complicated because the topic of Ukrainian settlement is not simple. Russia seeks to resolve this conflict, ensure its own interests, and is open to dialogue; we continue this topic”.

The moratorium on strikes was declared following telephone negotiations between Putin and Trump. Officially, these agreements were not documented. During its duration, Ukraine and Russia repeatedly accused each other of violating the agreement, leading to tensions in the region.
