An audit of the Department of Social and Veteran Policy of the Kyiv City State Administration was conducted, which revealed numerous shortcomings in the implementation of the city target program “Care. Towards Kyivans” for 2022–2024.

Issues with procurement and storage of rehabilitation resources
The audit findings indicated that the approach to planning the procurement of technical and assistive rehabilitation devices was unjustified. According to established facts, rehabilitation equipment, including chairs and walkers, was purchased with budget funds amounting to 2.2 million hryvnias. However, a significant portion of these resources remained unused: 1,271 units were stored in warehouses, and over two years, 576 of them (77% of the total) were not issued to citizens. Their total value exceeds 1.5 million hryvnias. Due to prolonged storage, these resources are gradually depreciating and becoming obsolete.
Lack of transparency and distortion of reporting
In addition to issues with planning and resource utilization, auditors found a lack of a unified system for maintaining a register of individuals in need of personal hygiene products. There was also no transparent procedure for accounting and determining the priority of providing citizens with these resources. As a result, decisions regarding distribution were made manually by staff at territorial centers, creating room for subjectivity and potential violations.
Furthermore, during the preparation and submission of reports on the implementation of the “Care. Towards Kyivans” program, distortions in performance indicators were recorded. Auditors noted that there were significant discrepancies between the number of products and their unit costs in certain items. In the department’s reports, data on specific rehabilitation resources were presented with deviations both in terms of overstatement and understatement of actual figures.
What is outrageous: rehabilitation resources (chairs, walkers, etc.) were purchased with budget funds totaling 2.2 million hryvnias, while 1,271 units of such resources remained unused in the warehouse. Over two years, 576 units of rehabilitation resources (77%) with a total value of 1 million 505 thousand 200 hryvnias were not issued to people at all. Due to prolonged storage, these resources are becoming morally worn out and outdated.
