From now on, the Kyiv City State Administration (KCSA) will implement a new format of interaction among officials — documents and requests between departments will be sent exclusively in electronic form. This decision was made to overcome prolonged bureaucracy and expedite the decision-making processes.
What Changes Await KCSA Officials
The head of the Kyiv City Military Administration, Timur Tkachенко, reported that he has already signed the relevant directive for the KCSA staff. From now on, officials will not be able to accumulate paper documents, postpone their signing, or delay the consideration of important issues. According to him, electronic document management will help avoid situations where individual officials delay work, are on vacation, and do not fulfill their duties properly.
“We are eliminating bureaucracy in the KCSA. No more folders and papers — from now on, all requests, documents for signing, and others will be sent to the KMA exclusively in electronic form. The relevant directive has already been issued by me to the KCSA staff,” wrote the head of the KMA.

Timur Tkachенко emphasized that critical issues for businesses should not be considered for months but must be resolved within the legally defined time frame — up to 10 days. The introduction of the electronic system will allow for clear tracking of all stages of document processing, establish transparent deadlines for reviewing requests, and create a digital footprint for each administrative process.
He stressed that a fully electronic document history will eliminate the possibility of accusations regarding delays in signing documents or procrastination by the KMA leadership.
