The Kyiv City State Administration has summarized the budget execution for the first half of 2025.

Kyiv Budget: Revenues and Main Sources of Income
In the first six months of the current year, the Kyiv budget received 56.4 billion UAH, which is 16.6% more compared to the same period last year. The largest share of revenues came from taxes paid by individuals, totaling 21.9 billion UAH.
The second and third positions in terms of revenue were occupied by corporate income tax (12.8 billion UAH) and local taxes and fees (12.1 billion UAH).
City Budget Expenditures and Funding for Officials
At the same time, this year, city budget expenditures increased by 9.5 billion UAH, reaching 39.5 billion UAH. Of this amount, the largest funds were allocated to education – 15.8 billion UAH. Transportation and road infrastructure received 6 billion UAH, of which over 3.5 billion UAH was provided as subsidies to Kyivpastrans and the capital’s metro.
Social protection for Kyiv residents cost 4.1 billion UAH, healthcare – 2.3 billion UAH, housing and communal services – 1.4 billion UAH, while the culture and sports sectors received 1.6 billion UAH.
Particular attention is drawn to the expenditures for maintaining city officials and civil servants, which amounted to nearly 4 billion UAH in the first half of 2025. 2.1 billion UAH was spent on public administration, and an additional 1.6 billion UAH was allocated for officials’ salaries. “Deputy funds” consumed 257 million UAH, while support for receptions and the vehicle fleet of the Kyiv City State Administration accounted for over 120 million UAH.

Overall, for 2025, the capital plans to utilize 110.2 billion UAH of budget funds.
