Support from Allies and New Security Guarantees
The event was attended by Ukrainian President Volodymyr Zelensky, special envoy of U.S. President Donald Trump, Steve Witkoff, as well as leaders of key European states. The office of British Prime Minister Keir Starmer reported that the decision was made following discussions on long-term security guarantees for Ukraine.
British Prime Minister Keir Starmer thanked military planners and chiefs of staff for preparing for a possible deployment of forces on Ukrainian territory in the event of a ceasefire, although details of these plans have not yet been disclosed.
As part of the summit, Volodymyr Zelensky held a closed meeting with Steve Witkoff, as reported by presidential spokesperson Serhiy Nikiforov.
Position of European Leaders and NATO
French President Emmanuel Macron and British Prime Minister Keir Starmer, who lead the ‘Coalition of the Willing’, insist that any ‘deterrent forces’ deployed on Ukrainian territory must receive support from the United States.
“We, Europeans, are ready to provide security guarantees to Ukraine and Ukrainians on the day of signing peace,” said Macron.
After the meeting, the head of the Office of the President of Ukraine, Andriy Yermak, emphasized that security guarantees for Ukraine must be “strong and effective – in the air, at sea, on land, and in cyberspace.”
NATO Secretary General Mark Rutte, who joined the summit online, highlighted the importance of a broad international coalition to support Ukraine’s defense capabilities. He noted warnings from European military and intelligence officials regarding the danger of possible Russian attacks on other European countries over the next decade. Rutte stressed: “We must ensure that our deterrent forces are so strong that Russia will never dare, knowing that our response will be devastating.” He also urged the global community not to be naive about Russia’s intentions, stating that its goals are evident in the case of Ukraine.
