The head of the Kyiv City Military Administration, Timur Tkachенко, announced on April 29 the urgent convening of the Kyiv Defense Council to discuss the “action algorithm after eliminating the consequences of the emergency situations caused by shelling.” According to him, the meeting is to take place “immediately,” even though the co-chair of the council, Mayor Vitali Klitschko, is currently not in Ukraine.

Tkachенко emphasized that he personally held a meeting with the heads of district administrations and responsible services regarding the situation the day before. He expressed dissatisfaction that the city is focused only on its own resources and stressed: “I am losing my patience that any planning is limited to just planning. And those responsible are actually prefixed with ‘without’,” he said ironically, without specifying who exactly he meant.
Klitschko’s response to the convening of the Defense Council
Mayor Vitali Klitschko indirectly responded to Timur Tkachенко’s decision, emphasizing that the meeting is taking place without his participation. He reported that during his participation in the Congress of the European People’s Party, he met with its president, Manfred Weber.

On the night of April 24, Russian military forces carried out a combined attack on Ukrainian cities, using various types of missiles and strike drones. As a result of the strike on the Svyatoshyn district of Kyiv, 13 people were killed, and another 87 were injured.
