Members of the Kyiv City Council have made amendments to the City Target Program for ensuring readiness for actions designated by the territorial subsystem of Kyiv within the Unified State Civil Protection System for 2024–2025. These amendments solidify plans for the acquisition and placement of 500 mobile shelters in various districts of the city.

Plans for Installing Mobile Shelters in Kyiv

The responsibility for procurement and determining the locations of the shelters has been assigned to the district state administrations. They are required to analyze the needs of each district in detail to ensure optimal placement of mobile structures for the protection of the population in case of emergencies.

The Department of Municipal Security of the Kyiv City State Administration emphasized that the implementation of mobile shelters does not negate the requirements for the construction of full-fledged protective structures or dual-purpose facilities during new construction or reconstruction of objects.

Response from City Leadership

The head of the Kyiv Military Administration, Timur Tkachенко, has repeatedly stressed the need to provide Kyiv with mobile shelters. He noted that the decision of the Kyiv City Council is an important step, although it was made belatedly.

“There has always been resistance from the mayor on fabricated grounds and excuses. We pushed through – at the last meeting, the Defense Council supported this issue. Important work lies ahead on the ground: determining locations, the number of facilities, and so on,” Timur Tkachенко wrote on his Telegram channel.

The installation of mobile shelters will become an additional link in the city’s civil protection system and will help enhance Kyiv’s readiness for potential threats.
