Kyiv Expands Support for Military Personnel and Veterans: Compensation and New Payments

The capital has increased the amount of assistance for military personnel, veterans, and their families: changes have affected compensation for vehicles, housing adaptations, and medical care.

Veteran Support Program: What Has Changed

The deputies of the Kyiv City Council approved an updated version of the targeted program “Support for Kyivans – Defenders of Ukraine.” During the plenary session on October 9, a decision was made not only to extend the program for another two years but also to significantly increase its funding. By the end of 2025, an additional 210 million hryvnias is allocated for assistance to military personnel and veterans.

Key Innovations

  • All combat participants with a first-degree disability now have the right to partial compensation for the cost of a vehicle, even without the loss of a limb. Previously, this opportunity was only available to veterans who had lost a limb.
  • Veterans with first and second-degree disabilities can partially compensate for the costs of adapting their own housing according to individual needs.
  • A compensation for recreation expenses is being introduced for combat participants and their family members – up to 12,000 hryvnias per person. The choice of location and time for recreation remains with the veteran.
  • Compensations for eye prosthetics and hearing aids are provided for cases not covered by the state medical services package from the National Health Service of Ukraine (NHSU).
