In Kyiv, employees of the State Bureau of Investigations (SBI) uncovered a criminal group that included a lawyer, a former law enforcement officer, a municipal security employee, and an orthopedic doctor from a medical facility in the Kyiv region.

Scheme for producing fictitious medical certificates
Law enforcement officials established that the group members organized a scheme for 8,000 US dollars, which allowed men of conscription age to obtain fake medical documents with fabricated psychiatric diagnoses. These documents enabled them to evade mobilization and, in some cases, even to be removed from military registration.
According to the investigation, the lawyer had close ties with a doctor from a state institution and proposed creating an illegal “business”. To carry out the criminal activity, she involved a former law enforcement officer and an intermediary who handled the transfer and distribution of money among the scheme’s participants.
More than 20 evaders used the services
The female executor sought clients among men subject to mobilization and offered to produce fictitious certificates for 8,000 dollars. For this money, clients received documents about imaginary mental disorders or other serious illnesses that allowed them to avoid service or even be excluded from military registration.

During the investigation, two instances of illegal activity have been documented. All participants in the scheme have already been notified of suspicion, and the issue of choosing preventive measures for them is currently being resolved.
