An illegal parking scheme near the ‘Farmer’ market in Troieshchyna has been uncovered in the Desnyanskyi district of the capital.

The Parking Lot Operated Illegally
Maxim Bakhmatov, the head of the Desnyanskyi District State Administration, recently conducted an unexpected inspection of the parking lot located next to the ‘Farmer’ market. According to the official, this area is officially under the jurisdiction of the municipal enterprise ‘Kyivtransparkservice’, but the actual revenue from parking does not go to the city budget. Instead, the collected funds are embezzled by unknown individuals who do not provide any fiscal reporting.
“The funds for services do not reach the budget but end up in the hands of unknown ‘owners’, without any fiscal reporting.”
Government Response and Call to Law Enforcement
The district head published a video from the scene on his social media page, detailing how the underground scheme operates. He emphasized the need for regulatory and law enforcement agencies to intervene in the situation and put an end to the illegal cash collection. Bakhmatov highlighted that such actions not only harm the city budget but also create conditions for the flourishing of shadow schemes in the parking sector.
The city authorities are urging the responsible services to take action to eliminate illegal parking lots and ensure transparency in financial flows in this area.
