The capital authorities are investing over 193 million hryvnias in the modernization of the street lighting system

The municipal enterprise “Informatics” has signed a contract for the supply of equipment for managing Kyiv’s external lighting worth 193.56 million hryvnias. According to the results of the tender, which took place without competitive bidding, the right to perform the work was awarded to LLC “Hidden Energy.” The company is to supply 66 control panels for street lighting in various districts of the capital.
Long-term Collaboration with a Single Contractor
According to available information, the company “Informatics” has previously collaborated with LLC “Hidden Energy,” owned by Kyiv resident Hlib Lviv. Back in 2018, the enterprise signed an agreement with this firm for the supply of software for the automatic and dispatch management system of city lighting and its pilot implementation in the Dnipro district for nearly 50 million hryvnias, without conducting tender procedures. In 2019, the amount of additional contracts with this company increased by another 149.54 million.
In 2020, the subsidiary “Hidden” received a contract for further implementation of the system for 199.11 million hryvnias, and in 2021 — for another 392.63 million. From 2023 to 2025, the company won bids for the modernization of the city’s lighting management system for an additional 1.68 billion hryvnias. Overall, over several years of implementing this project, the capital’s expenses on the external lighting management system have reached 2.47 billion hryvnias.
Project Management Structure
The head of the municipal enterprise “Informatics” is Mykola Zhandarov. The enterprise is subordinate to the Department of Information and Communication Technologies of the Kyiv City State Administration, headed by Viktoriya Itskovich.
“In 2018, ‘Informatics’ ordered LLC ‘Hidden Energy. Uey’ owned by Hlib Lviv the supply of software for the Automatic and Dispatch Management and Control System of Kyiv’s external lighting and its pilot implementation in the Dnipro district for 49.77 million hryvnias without a tender due to lack of competition. In 2019, that firm received an additional 149.54 million hryvnias… In 2020, the state enterprise ‘Hidden’ of LLC ‘Hidden Energy’ owned by the same Hlib Lviv received a contract from ‘Informatics’ for further system implementation for 199.11 million hryvnias without a tender, and in 2021 – for 392.63 million hryvnias. In 2023-2025, it won bids regarding it (the automatic and dispatch management and control system of Kyiv’s external lighting, – ed.) totaling 1.68 billion hryvnias. Thus, the system has already cost the capital 2.47 billion hryvnias.”
