The district state administrations of Kyiv have received an urgent task to review and update the list of places that require priority installation of mobile protective structures. Special attention will be given to areas with the highest concentration of people, where existing shelters are insufficient to ensure the safety of the population.
Priority for Placement and Funding of Shelters
The head of the Kyiv City Military Administration, Timur Tkachенко, emphasized that the principle of installing mobile shelters will be to provide protection precisely where it is most needed. After updating the list of locations, the relevant departments of the Kyiv City State Administration must determine the number of structures for each district and calculate the cost of their maintenance. Based on this data, the city budget will be formed for the procurement and maintenance of new protective facilities.

Interaction with Manufacturers and Next Steps
According to Timur Tkachенко, the State Emergency Service already has data on manufacturers of mobile shelters, with whom further consultations may be conducted. The Department of Municipal Security of Kyiv is coordinating its actions with rescuers to find optimal solutions in the field of population protection.
“I instructed the heads of district administrations to urgently update the list of locations where there is a primary need for the installation of mobile shelters. The principle of installation will be as follows: where we have a concentration of people and where other shelters are insufficient,” wrote Timur Tkachенко.
The next step will be to prepare amendments to the targeted program and the city budget, which will allow for effective resource allocation and decision-making regarding the implementation of the program at the level of the deputy corps.

Timur Tkachенко stressed that the residents of the capital are not interested in bureaucratic obstacles, and the primary concern remains the issue of safety amid the ongoing Russian threat.
